Analysis of on-line on-demand media services of members of the Association of Hungarian Television Broadcasters (MEME) from the aspect of the protection of minors
The research aims at giving an overview of how the protection of minors is implemented in the framework of on-line media services. For this purpose the analysis draws on the applicable legal provisions and the practice of their implementation, as well as on the recommendations of the National Media and Info-Communications Authority (NMIA). Regarding the media consumption habits of minors it makes use of the most recent national and European research results, taking into account the psychological and pedagogical characteristics of the age group.
The analysis commences with the interpretation of important fundamental concepts. It defines the circle of on-demand media services, including the description of the platforms through which they are available. It gives a detailed description of the criteria and rules that media content is to meet in the interest of the protection of minors. The analysis clarifies who exactly is to be considered a minor. It gives an overview of the most important national experiences, touching upon international practice and best practices.
Members of the Association of Hungarian Television Broadcasters (MEME) provide (also) on-line media services through several platforms. The analytical part of the survey systematises the themes of different media content, laying special emphasis on the ones that may carry risks from the aspect of the protection of minors. It shows how these types of content direct attention to such risks by providing information on the correctness of their ratings.
The overview of on-demand media services is complemented by a survey of the media consumption habits of minors that uses both primary and secondary sources. In addition to the research results and the experiences of international (primarily Anglo-Saxon) practice, preferences are studied also through the survey of parent focus groups as well as through the value judgment of the underage Facebook population. A special goal of the survey is to spot future trends, and to lay down the foundations for the recommendations of the document.
